AD 2017-10-20 is now active for planes > 3000 Hrs (wishful thinking with our fleet) "For airplanes with over 3,000 hours TIS as of June 29, 2017 (the effective date of this AD): Initially within the next 500 hours TIS after June 29, 2017 (the effective date of this AD) and repetitively thereafter every 200 hours TIS, inspect the FS 332.00 bulkhead assembly for cracks, following the instructions in Part I of Piper Aircraft, Inc. SB No. 1289A, dated October 26, 2016" We have done about 8 of these so far and found a couple with cracks. Good news - not too bad to put on....bad news - tail comes off once again. And....for something completely different....
We complied with MSB1289 installation on several aircraft before MSB1289A came out. The AD does not give us any way to sign those off at the moment. (We can sign off 1289A now saying that it is complied with since we did 1289 and then sign off the AD which is a bit sloppy)
Talking with Atlanta now to see if they are going to issue an AMOC or revision for those of us who installed early.
Will keep you all posted if you have any that fall under that category.

I guess I would contend that regardless of the revision status of the SB, the AD calls out the modification kit by p/n as a terminating action.

Be jealous I was quoted for a question in the NPRM discussion that I don't think I ever asked and never had any confusion about........

Every time I've commented on an NPRM I've been totally shot down. Especially this one and the recent Beaver elevator pushrod AD.

About how much does the Piper kit 88578-001 cost? Couple hundred bucks...plus 50-60 man hours by the time you R&R the horizontal and install the doubler.

Ewww! For the man-hrs, that is. A couple of hundred $ for the part isn't too bad. I manage a PA31-325 with only about 3300 hrs TT. Guess I'll have to recommend to the owner that this be done. He's had it for 11 years now and no signs of selling the plane, so a one-time fit to eliminate the recurrent inspection is the best way to go.
Unless I misunderstand the AD?

Install the big doubler, AD goes away forever. The work is pretty extensive but for some of these older aircraft good opportunity to do stuff like replace elevator hinge bearings, inspect trim cables/pulleys, replace attach hardware etc. that doesn't get looked at with the airplane put together. I might be overestimating on the total man hours, the shop that did ours charged us 30 hours for the mod but didn't break out the horizontal stab R&R, I would peg that at 20-30 man hours minimum unless it's a crew like Tim's that's done 10 or so of them in the last year.

We ended up doing bearings and even a torque tube or two and elevator trim drum when all was apart.

As a continuation of the thread, we have recently received AMOC approval to conduct EDDY Current Testing for this AD. Partnering with our testing and calibration company, approval was received in early March.
With the approval of this AMOC, we do not require stripper or die penetrant in a confined area and we can complete the inspection and provide the paperwork in a reasonably short amount of time. Does anyone have pix of the completed doubler installation? We picked up an aircraft with no completion paper work but appears to have the doublers installed at the bulkhead. Need to confirm with pix of available. Thanks to all! Chuck

So far we have managed to confirm that the ADs were completed, but some pics of this AD modification would really help out!
